Evaluation and Mediation (CEM)
for Custody and Parenting Time Disputes

This 3-day workshop will explore the current national and statewide models and standards, the recent research and literature, and outline the OFI sponsored model for service delivery.   This model features a comprehensive evaluation, including home visits, child interview, and a written report with a parenting plan, based on Oregon custody law.  The evaluation is followed by a mediated settlement meeting, where parents and their attorneys get to ask the evaluator important questions, and then mediate their own agreements.  It leads to increased rates of settlement, avoiding trial and the associated acrimony and costs for clients. 

Several Oregon jurisdictions have adopted this process, creating panels of evaluators.  Others trained in this model function as private practitioners, receiving referrals through a listing on our website. 

Participants receive a training manual and are encouraged to purchase and read recommended books about evaluation.

Usual background for Evaluators
OFI suggests that evaluators meet the current SFLAC guidelines for evaluators (2004 version is currently under review and likely to be revised), which can be found on the OJD website.  Evaluators usually have a  Master's Degree or Ph.D  in a behavioral science, and licensure is recommended, with  extensive knowledge of children and families.  Prior evaluation and court testimony experience is helpful. 

Usual background for Mediators:  OFI suggests that mediators in this component of CEM should meet the current Oregon minimum qualifications for Domestic Relations Custody and Parenting Mediator.




Cost:  $450  for 3 days

CEU:  NASW approved past training for 19.5 hours -

This training is for personnel providing supervised visitation for parents and children when there are concerns about the child's or other parent's safety due to domestic violence, abuse and neglect, when there are mental health concerns, or when a parent is entering or re-entering the life of the child.  Training is based on national standards and newly revised Oregon state guidelines.  It will cover ethics, forms, how to set up a program, and special issues for those offering therapeutic supervision.




PREREQUISITES: 
Undergraduate degree, Master's in Human Services preferred, plus experience with families and children.

This course covers the theory and practice of this emerging service, which is used for high conflict families to manage on-going disputes without returning to court.  Practitioners use a combination of roles, including assessment, education, coordination and case management, conflict resolution and provide recommendations and make decisions for the best interests of children, within the scope outlined by the court order or voluntary agreement of the parties.  We cover the practical aspects of this role, as well as cover the ethics and standards promoted by the Association of Family and Conciliation Courts (AFCC) as well as other professional groups.   PC's must be ordered to the case, and may be independent professionals, or may be part of a panel or court-connected service delivery system. 


Prerequisites: 
Master's Degree or Ph.D in human services, and licensure suggested
Extensive experience with divorce, children and adults -

We will be encouraging all the practitioners who have been trained by OFI to attend these quarterly meetings where we can discuss PC and evaluation cases confidentially, get updates and information, and learn from each other.  It will provide our listed  practitioners with an opportunity to discuss issues and specific cases in a relaxed format and atmosphere.   Practitioners will be asked to provide a sample case to present and review. 

Cost:  Free if we can get a free room, $25 each person if OFI must rent space


CE:  OFI will issue a Certificate of Attendance with the hours listed
